The Junior Miss motto Emphasis on Education is the foundation on which the entire Junior Miss program and experience is built. The York County Junior Miss Scholarship program continues to emphasize education by recognizing, rewarding and encouraging excellence in young women with scholarship dollars to further their education.

The mission of America's, Pennsylvania's, and York County's Junior Miss:

To emphasize education by providing scholarship opportunities to outstanding, college-bound high school girls, and to encourage personal development in all young people through the Be Your Best Self outreach program.

Volunteers, contestants and observers should always keep in mind that the motivation force behind the Junior Miss Program is to contribute to the inner development of each participant.

The focus of the Junior Miss Program is always on encouraging each young women to strive for continual improvement and to always be her best self.

At each level, be it local, state, or national, the Junior Miss Program believes the young woman ultimately singled out by the judges is "a representative chosen from a group of winners, not a winner selected from a group of representatives." She represents the outstanding qualities of all the women participating in the program.
